I'm not sure where I read it but I believe the ECU needs to come from a MTX car as well. Like you said, if you can manually send the signal to open the VRIS the ECU just straight up not sending the signal. (If the ECU is from a ATX then it for some reason may be waiting for a signal from a gear shif...

I'd think it has to do with OBDI and OBDII. The changover happened somewhere around/before 1995.
