I'd start with two things 1) check for vacuum and air leaks. a leak in the intake (especially downwind of the MAF) can cause this kind of thing, as can leaks in any of the vacuum hoses. 2) Pull the CEL codes to see what the computer 'thinks' is the problem. there should be a faq on this in the v6 fa...

As Mitmaks points out, there's to many variables to give you an absolute answer. But in general, a properly running car should be able to pass emissions. Mine has passed every time but once, and that once was due to a defective O2 sensor. once that was replaced, it passed. frankly I'd not buy a car ...
