it can probably be done lol
jus need some deep lipped floater rims and
somehow be able to transfer the power to the subs while the rims are spinning!

In theory it wouldn't be hard to do. It'd have a similar design as spinner rims. Instead of having the "spinners" (subs) spin when stopped, You'd have to make them stationary at all times so wires dont get twirled around. The wheel would spin freely and the sub would remain in place like a stationary center cap.

lol, never seen those before.. very trippy. one time i was helping a friend change his tire in an open air parking lot in chicago winter.. about 10 below... i'd put on the parking brake while changing it, so as not to get crushed underneath of course. finish up only to find that when we jacked it down, the spare was flat too. so i said screw this, just drive on the donut flat and we'll fill up at the gas station down the street. so I just took off in my car and i'm waiting at the gas station half a block away for like ten minutes, wondering where this guy was, and then i hear coming down the street the sound of locked rubber on the road EEEEEEERRRRRRRRRRRRRRRRRRRRRRrrr. The guy couldn't get his parking brake disengaged, didnt tell me for god knows what reason and just drove the thing. his back tires were literally DRAGGING down the street. looked exactly like those rims, ahahaha

All they are is spinners with a weight added to the bottom to hold them in place. Up here we called those STILLERS...ahah!! Then ppl realized they were dumb and I have not seen a set in a few yrs...
