turn down boost with boost controler??

I have read somewhere that you cant turn down the boost with a manual boost controler with an internal wastegate, is this true?? It said that you can only turn up the boost and the watsegate will only open to what it is set for not any sooner??

Is there anyway to turn down the boost with an internal wastegate??

The base boost level is detrimined by the spring in the wastegate. I dont think that you can make it open sooner since you need pressure to activate the wastegate.

Why? What is the boost level at now?

You can only turn up the boost with a manual boost controller not down. You would have to fiddle with the wastegate rod to get boost lower than whatever the stock setting is.
