What is this ?

What is this thing ?

It's located in the engine bay, both sides. Near the power steering fluid reservoir and near the fuse box.

Does it need to be bolted down for a ground or just hanging there ?
I want to move it a bit out of sight.

I shifted some wiring around in the engine bay and mounted it on the other side in the wheel well, used the same bolt hole as well.

So, you just bolted it in the same hole in the wheel well? Is that just to clean up the engine bay a bit?
