i might have an ac leak as i found some sorta oily substance on an ac pipe and air pipe below it.

the pipe is the one from compressor to the drier and the spot is where the black rubber pipe is connected with a metal connector.

is there a substance that can reseal this?
like cold weld or jb weld?

Nope you need to evacuate the system and replace the rubber seal.

even if the leak seems to be on the metal to metal side and not the metal to rubber?

That means you need a new line.
