I have a 1995 MX3 with the 2.5l kl series motor I am debating to either strock the 2.5 to a 2.7 and do a motor build or for turbo, the turbo motor will only have aftermarket fuel pressure regulator, upgraded fuel pump, magasquirt, and upgraded fuel injectors

You'll get more from a turbo, but there is a certain fun factor that is lost in a turbo car IMO. Building a powerful NA KL will cost more.
