In the GVRD - the Thermal Plant Road. Private road, super twisty. I only wish it were longer.
Outside of the GVRD - a three-way tie between the Sea to Sky Highway, the Fraser Canyon, and Highway 3 between Hope and Princeton.

where's this Thermal Plant Road?
I like 0ave - Sean knows I like to drive there during the day and speed by american cops! haha
Abbey has some nice roads, just cruise around aimlessly near the airport
crescent road in south surrey can be good
#1 to hope after chilliwack. fun going both ways
Head south on Hwy13, after you pass 8th ave you'll notice a bend in the road going left. You can actually go straight near the left turn signs. Great to trip out some friends!
Mind you, most if not all these drives are much much better if there is near or no traffic. Though light traffic coming back from hope is fun!
