mine did not have a governer but there is a rev limiter its there to keep you from damaging your engine.. and it kicks in well past the peak power point anyways

More power will help with higher gears. Wind resistance kills power :)

with my 95 dohc 1.6 4 banger, i've reved it to 7200, which is where the rev limiter kicks in and the car losses all its power. (no i didnt do this on purpose, i was in 1st gear a pretty lil hunny walked by lol)

I'm sorry to say this, You'll all hate me, I have the 95 b6ze, and the red line is 6500. I know (this is why you'll hate me) but I redline it at least 3 times everytime I drive it :( My engines soon to be toast, which is why I'm rebuilding it. I want a high reving NA, So i think i'm gonna do high CR pistons, over bore a smidge, aggressive cams, port polish, and finish off my exhaust w/custom headers (i'm workin on making right now, FRIGGEN HARD, 2nd attempt) I hope to have a more lively engine is all. Auto X is my key goal here. Buty yeah, B6ze, the revlimiter is 6500. Cya

6500rpm is hardly a high reving NA engine. The stock valvetrain isn't capable of higher rpm, that is one of the reasons for the limit. If you are wanting a high reving engine why not get a BP? Start from a better level and go with a set of solid lifters and stiffer springs. There is more to getting higher revs than just a p&p and an overbore. The valvetrain needs to be designed around your goal. If you want 9500rpm the odd time you will have to invest an easy $1000+ just for the valvetrain (ie. valvesprings, solid HLAs, better cams, ti retainers), everything has to be light weight with lots of pressure to resist valve float. To top it all off, you need a new ecu, standalone is a must. I would even suggest getting the crank knife edged to reduce reciprocating mass and friction. It is much more costly to build a B6 or BP in NA form to hit 9000rpm with a possible outcome of about 140-170whp than it is to build a FI engine with an output of 250+whp. Expect a minimum investment of $10000, engine alone. Hardly worth it and it won't be streetable.
