A governor is something that limits how fast your car can go....it basically somehow cuts your fuel out, and shuts down the car. Rev Limiters are like a governor on how high your rpms can get. I don't believe mx-3's have either of these...

Doesn't the performance computer chip raise you rev. limit? the computer would be your only real governor of sort and I don't think you should RIP it out :)

I don't think MX-3's have rev limiters...although you can top out gears, and i dont see how a performance chip would increase this...i don't really know much about the 4cylinders, just putting in my 2cents
