93 1.8L GS
Ok, the car has spark, has gas, has air, and every other fluid.
fuses are good.
battery and connection are good
fuel pump pulled and checked - functional
distributer is good
changed plugs and checked wires
checked ohms - good
the car turns over and is just shy of firing, sounds like a whining robot almost as if there is a poor connection in the starter like low voltage.
one poor relay in fuse box - replaced
there was a blown relay under the driver's side, have replaced relay and connections but I have not been able to locate where the wires go.
why won't the car start?

How did you test the fuel pump? Is there power and ground at the harness to it? Is the fuel pump relay by the ecu working?
Under what conditions did this start happening? Ran fine before? Did an engine swap? Replaced a part? Washed your engine?

Look at this link and pages following to test the fuel pump in place to know that it is turning on when you turn the key to the on position.
If a car doesn't start with adequate fuel, spark and air then compression and if that is good then timing have to be tested. The common issue with our cars is ignition module or coil fail. Just make sure it isn't something simple like a bad battery turning the starter too slow.

Had an exhaust leak and oil pan gasket replaced. We did flush the cooling system. fuel pump was pulled from the tank and tested, as well as check the connections. Battery was connected to a 12v charger set to high&start.
Have not checled compression or Module. We were thinking injectors... thoughts?

fuel pump does not turn on with turning ignition on
connected jumperwire in the diag. box (grn and f/p) and fuel pump worked.
still no fire...

When you crank the engine do you see a white fume coming from the tail or see/smell the gas? If not you've probably got a bad relay to the injectors or the ecu is weirding out.

check your timing belt

Try with another disty?
I've had the same as you and my problem was the crank sensor in the disty!
