internal wastegate flapper question

Just wondering if the flap for the internal wastegate is soposte to be tightly closed or loose when it is shut?? Should you be able to turn the flap with your finger when it is shut or should it be tight enough that you cant??

If you can jiggle it around when it is closed then you may have to ajust the arm for it. If it isnt tight it might leak a little around the edges possibly effecting spool time. Usually they have a little bolt and you can screw the shaft in a little bit more.. Just try putting a couple of turns on the shaft and attach it to the wastegate again. Its okay if you have to pull on it a little to get it to go on. Then it should be tight.
