Idle surge....

Idle surge....
So...I have noticed that I idle surgoe only sometimes. I turn the turbo timer to voltage and sometimes it bounces from 14.2 down as low as 11.5. Sometimes the voltage stays up. Sometimes I don't surge....WTF?
