here's a quick things I know are ticketable:
blue or red lights in the front of the vehicle(got a $100 dollar ticket for having those red washer sprayer LED's)
undercar kits that are on while driving
not suppose to have any cover on your licence plate (but clear ones don't seem to get noticed)
must have white light shining on rear licence plate(almost got $75 dollar ticket for red licence plate lights)

but here's some links to some Ontario Laws
it's for the
Ontario Highway Traffic Act

Here's the whole thing. If you scroll down - under the section equipment there should be something about lighting

word.

In the UK
As for lighting,
Only white light from the front of the car.
Only Red from the rear and only orange from the sides.
However they dont mention anything about a glow created on the floor from neons, So sometimes you can get away with having them on, as long as the bulbs are not seen from either side your car. But some police ask you to turn them off.

From what I was told by the cop that had pulled me over, in ontario we are only allowed to have White and orange in the front, and red and orange in the back with only white plate lights. I have heard of people getting stopped for undercar kits/plate lighting and the blue covers for the plates. Although every car has those blue covers, i dont see them inforcing it much.

I don't think that the blue covers are illegal because they sell them at the license office.

Im pretty sure it is illegal for those covers up here in sudbury, could be a by-law so the lazy pigs dont have to look harder to see a plate.

The cop is right about eh red/orange up front and the red at rear, it states it specifically in the highway traffic act.

Apparently it's illegal to have a plate cover other than clear. A co-worker's wife was pulled over and told to take them off, she was driving his car that day. It was raining and the cop gave her a multi-tool to take it off which didn't work too well. Funny tho, i don't see any mention about it at all, its just not allowed to be obstructed

Having those neon lisence plate holders would be illegal unless it's red, i guess, there's kinda of a loophole there:
Lamps required on all motor vehicles except motorcycles

62. (1) When on a highway at any time from one-half hour before sunset to one-half hour after sunrise and at any other time when, due to insufficient light or unfavourable atmospheric conditions, persons and vehicles on the highway are not clearly discernible at a distance of 150 metres or less, every motor vehicle other than a motorcycle shall carry three lighted lamps in a conspicuous position, one on each side of the front of the vehicle which shall display a white or amber light only, and one on the rear of the vehicle which shall display a red light only. R.S.O. 1990, c. H.8, s. 62 (1).

Lamps required on motorcycles

(2) Subject to subsection (3), when on a highway at any time every motorcycle shall carry two lighted lamps in a conspicuous position, one on the front of the vehicle which shall display a white light only, and one on the rear of the vehicle which shall display a red light only. R.S.O. 1990, c. H.8, s. 62 (2).

Idem

(3) When on a highway at any time every motorcycle with a side car shall carry a lighted lamp in a conspicuous position on each side of the front of the vehicle which lamps shall display a white or amber light only and a lighted lamp on the rear of the vehicle which shall display a red light only. R.S.O. 1990, c. H.8, s. 62 (3).

Light requirement

(4) Any lamp required under subsection (1), (2) or (3) shall, when lighted, be clearly visible at a distance of at least 150 metres from the front or rear, as the case may be. R.S.O. 1990, c. H.8, s. 62 (4).
Now, there is no mention about the legality of lights on the underside. If you can directly see them fron the front or the bac, thery can nail you. I did a quick search tho for lights on teh sides, and they only mention about vehicles in excess of 6.1m in lenght, so cars would easilly not apply
