323 manifold and Wastegate

I was thinking about going for the turbo setup that uses the JDM 323 manifold and the IHI turbo. Is this the best route? Also I was looking at pictures of people that have done it and I can't seem to see a wastegate on the manifold. I was under the impression that this was a neccesity. Any help would be apprecciated.
