busted rear wiper

I have a bike rack that sits on the rear of the car. When I first got it, I turned on the rear wiper of my 93 GS. The arm was obstructer by the rack. So I take the rack off, turn the wiper on, and it just whines at the spot where it hit th rack. If I push it past, it works fine. But I can't push it all the time obviously. So does anyone have any suggestions on what I need to fix or replace?? Anybody else ever done anything similiar with ice or something??? Thanks.

ya, actually mine does the exact same thing because of ice. So I took apart the motor to look and found that a couple a teeth on the gear wear sheared off, that is why the wiper stops at a particular spot then if you push the wiper arm it passes the missing teeth and begins to run again.
You have to replace the gear or replace the motor would be the options. Replace the motor is easier.
