e-brake stuck??? please help.

Could it be possible that my e-brake is stuck or the cable is loose or something? I put on a new e-brake handle on recently and had to file down the button to fit, cause the button is square and the hole was round. anyway, is it possible that I didn't screw that button in far enough? cause now it the rear wheel makes a loud grinding noise when it is moving. Also I had the back wheel jacked up with the e-brake on, and I could still turn the wheel and it was making the same grinding noise. any ideas on if this is the ebrake or not?! or what it could be?

if your e-brake is working you shouldn't be able to turn the wheel. sounds like your bearings , just a guess
