If the tails are working theres nothing wrong with the fuse and a bigger one won't make any difference.
You'll need to check your dimmer first, it's the best place to start to locate the fault.

Yea it does sound like a grounding problem. Where was the spark? Was it a bit one or just a flash?

As long as you have got tail lights.
Thats where I'd be starting too - checking for a voltage at the dimmer. Can't see how the horn is related - did this happen at the same time?

Looks like both beams work through the headlight relay so it shouldn't be that. If the lamps are ok I'd look at the column swith too. I spent a bit of time looking for a fault in my tail light circuit that ended up being the column switch. We removed the switch, filled it up with WD40 and its still ...
