98 Millenia motor no coolant lines to oil pump?

Is it better to have the coolant lines go through the oil pump down there? It's just capped off on the block. Kind of weird that they decided to change it, this milli motor is from a '98 US spec.

its an oil cooler, and its not vital. helps warm up the oil when its cold, and keep it around coolant temp when its hot, but there is the entire block that it can exchange heat with.
