I would start by checking the spark plugs/spark plug wires/disty cap, correct firing order.

Maybe any leak in the intake between the VAF and the Throttlebody

Pic of the Cold Air Intake??

If you clamp the clamp on the VAF too tight it will affect the "plunger" thing from moving in and out freely. Happen to me.

ur VRIS won't do anything with the idle rev limmiter stuff, but i would recommend checking the timing.... and make sure ur TPS is adjusted right.....
And please do, I thought my timing was correct, so i spent weeks looking at other problems, but the timing wasn't right.
If everything is good, check ur MAF/VAf whatever u call the thing now...

I had a similar problem, i could not go past 4000RPM cuz my timing was way off.... SO try it...

and both VRIS should be closed at idle, and the DE my buddy has with a KL07 ECU they both open at bout 4000RPM...
