fuel adjust screw?

is there a screw to adjust the fuel; like the idle air adjust screw but for the fuel. mi uncle had a look at mi car today and was trying to find it but cudnt, he says every car shud have 1. im not sure ay, i always thought wen u lift the idle screw, it opens the tb slightly which then sends a signal to the ecu to give it more fuel too. so to summarize it : can i adjust the fuel getting let into the engine without communicating with the ecu (air/fuel ratios) and without adjusting the idle screw (on top of the throttle body) if so where is it!! lol
