Someones info from their License plate? Anyone?

Some guy just his my girls car. Gave her fake info but she did get his license plate info. I know I can get it if I go to the cops but would rather try on my own first. Oregon plate number CTE103....Anyone know how?

i would just call the police & see what i to do...but you know the car might be stolen

I found a friend that ran the plates for me....SOLVED!!
