IF it's a JDM V6 K8ZE with low miles, and everything's in perfect shape, AND you really like the body kit, and the aftermarket stuff on it, and the way it's done, it's worth it.
HOWEVER, there are much better cars (IMO) for that price that come up on here. I don't know about your area, though.
The thing is; NO ONE is going to pay that, unless they agree with all the above, and the chances of that are slim. So, you can make him an offer. Show us more pics (ENGINE stamp numbers, INTERIOR), so we at least have an idea what's in it, and what shape it's in...If he's telling the truth, he'd be happy to point them out.
ALSO, the chances are good that he's fibbing about it being a JDM 1.8l, because it would be far cheaper to swap in a 2.5l, and it would be much more powerful.

I will sell you my 93 for $2k usd. Has stainless steel headers and an unorthodox clutch and flywheel. Stock K8. I bought a bmw recently. You will need to fix the driver side seat belt. Stuck per usual problem. Black with an alpine radio cd player. Has approx 109k on it. Pulls strong and does not burn oil. Yet. PM if you are interested.
