HELP! electrical problem

I've got an electrical problem, the license plate lights don't work on my car. I tried changing the bulbs, that didn't do anything. Then I checked the fuses, they all seem fine. I need to get this problem fixed asap cuz I already got pulled over for them.

check the wires back there they run up the middle and branch off to the rear sidemarker lights so unscrew the housing and check the wires where they branch off
