I believe there is something called Blue Magic Polish. That will clear up your head light, get it @ a auto store.

well i found the pest way to get a brand new shine look on the lights is to, first apply two coats of clear plastic detailer once a week for three weeks, then go to a detailer and tell him to use the car polish on your headlights and belive me you will be very happy with the result! :D

Just this weekend I tried Meguiar's Mirror Glaze Clear Plastic Cleaner and Mirror Glaze Clear Plastic Polish and was very pleased with the results. The image below (hopefully), shows the results on headlights that spent 10 years outdoors, with the last 5 in Florida.
A = pre-cleaning
B = half-cleaned
C = post-cleaning
Bottom = left side cleaned, right not.
Image

you get even better results if you polish them with the car polish abrasive, just a few strikes with the machine :p
