MN Emission Laws??

MN Emission Laws??
Does anyone know if the state of Minnesota performs emission tests on cars?? How exactly does one get away with having their Cat gutted out if they do...?

obviously you havent lived in minnesota for very long so here goes, you know that governor we used to have yeah the WRESTLER!!! 
sold the mx-3 , bought 04 gtp comp g , from the smallest v6 to one of the biggest 3800 s/c FTW
