Monitor problems

hey guys, trying to find out how to fix my monitor, my background picture and all pictures that i open up in IE show waves...you can see diff waves and stuff. how do i fix that?
Magnum s/s lines, strut bars, carbon fiber bezel, indiglow gauge, Sony Xplod, inverted c/f hood, SRD lower tie bar '93 GS SE '95 Cobra SVT #2722 '68 Charger R/T 440

im guessing you need to increase your refresh rate...in Windows XP, Goto Your "Control Pannel", Select "Display", select the "Settings" tab, click the "Advanced" button, select the "Monitor" tab and in the drop down box, I'm guessing you shoud be listed at "60Hz", select say 70Hz or 75Hz and see what happens...if your running something else but XP let me know and ill post a walk thorugh on changing it, but it should be almost the same. But if that doesnt help, your monitor may be near some sort of power/electric field. Make sure you dont have power outlets, speakers anything of the sort near the monitor, try moving them away or moving the monitor to a different location. YOu may also have a large appliance in the same circuit as your PC which could be creating the interference

Oh, unless your talking about color banding, its could be your color settings, again in Windows XP, Goto Your "Control Pannel", Select "Display", select the "Settings" tab, There should be a drop down box for Colors, select 32Bit, High Color or something of the sort. hit Apply and OK

ya I think my colors are mixed up on desktop and pictures that i try to view. Im using Windows 98 SE operating system

i think thats cause pictures are jpeg format, thats how my girl explained it to me. so comp shows them up as grainy, painlike pictures.

jpeg/jpg is a type of compression, and can look perfect...if its your background image, whats your probably doing is streching it out making it look bad
