Airbag Light

I have a blinking airbag light. 3x. Sometimes it goes away when cruising. Fuses are all good.
Ran the voltage test that is stated in the manual and Voltage to 2 of the 3 wires is 11.75 while the 3rd is just over 12 with the car on but not running.
any thoughts and or suggestions?
battery is in the trunk of that matters and the does anyone know if the slight voltage difference would cause the blinking.
