Burning oil, Smoke at startup, Plugs are not fouled???

I have a 1994 RS 1.6 DOHC 5-speed.
About 45,000 miles ago, I did a total rebuild. Everything in the engine was replaced. I did it myself and it was my first rebuild. I honed the cylinders with a rental tool. I used OEM pistons and rings. I did not do any special gapping. The pisons went it fine. After getting it running again and doing the proper break-in, it ran very well and was not burning or leaking oil at all. About 15,000 mi ago, I noticed it was burning about 1 qt every 1,500 mi. Now, it is burning 1 qt every 400-500 mi. It is not leaking on the driveway other than some power steering fluid. I pulled the plugs the other day, and they are clean. I have had them for about 10,000 mi without removing.
I have no idea what is wrong with it. Any help would be greatly appreciated.
