High idle and energy consumption

I dont know why but...

The engine is at 1500rpm while turning steering wheel or the heater or AC is on, if i cut the electrical consumption the idle is 700rpm again.

IS my alternator causing this problem?

i have the same problem now. does it kinda seem weak and jumpy at idle when u turn on the headlights, a/c, wipers, or combinations of them all? bcuz i rebuilt my old alternator and it still does the same thing... idk why tho
