IAC question

I was cleaning TB and adjusting TPS (as described in the tutorial), everything works fine now except the idle (now around 1400 when warm, 1 time was 2800)
Idle adjustment: start engine, clip between ten & gnd, adjust idle screw, remove clip, shut down. Is that correct?
IAC resistance 11.5 ohm at 8ºC. Correct? Any other test?
