Brake lights on at half pedal

So, I was in front of this big Dodge Ram two days ago, and I noticed something in it's big chrome grille through my rear-view mirror. My brake lights weren't on. I released, car started to roll a little, pressed them again and stopped. Still no lights. Pressed the brakes a little harder, around half stroke on the pedal, THEN they came on.

Where do I look to adjust when the lights come on? I would imagine there has to be a switch of sorts near the pedal itself.

It has me thinking about all this time when I was braking, and my lights never turned on, and the possibility of accidents that could have happened.

There is a switch on the arm of the brake pedal. The procedure for adjusting it is in the manual in the braking section.
