Check the timing, make sure its right. And since the car is a '96, did you switch over all the extra censors and such from the '96 motor to the '94 motor?

Sidenote: its an inline-4 not V4

the timing belt is on perfect it cranks over like its gunna start but doesnt have that kick like it wants to ... is there any sensors that would effect it at all ??

if its not starting its 3 things and only 3... you need fuel, spark which you say you have and compression.. you have fuel and spark and you know that 100%? timing isnt such an issue even if the timing was way off it wouldnt run but it would fire and stall...

1 since its a obd1 engine and yours is obd2 i hope you switched all the sensors from your motor to the new one?
2 you compression test the motor before you got it? being a 94 it could have low compression...
3 do you have a engine diagnostic reader? if so see if you have any codes...
4 i do believe you have to use your 96 distributor
5 if its none of those id try to crank it... pull a plug see if its wet, cause if theres no combustion it will accumilate on the plug, if you cant tell pull the fuel line crank it make sure you are getting fuel...
pull a wire and check for spark in the dark, this way you can see if there is spark and if its weak or strong..

6 go over all your conntections to your sensors... when i did my engine harness last year i couldnt get it to start for 2 days when i changed the distributor clip which was bad but i couldnt tell visually....

if you timing belt is good like you say loosen the two nuts on the disty and try a few diff positions when teying to start it...

hope you get it worked out

if you know theres fuel and spark for sure...COMPRESSION test it...especially since its turning over, i wouldnt check any sensors or anything till you make sure its a good motor(rings, valves, etc.) i wouldnt expect high numbers since it hasnt been run in a while and its not at operating temp, make sure you dont try to crank it before cause the numbers will be off due to the rings being washed with fuel..anything 140 or over with the engine cold and not being run in a while should be fine and will start...

how many kms?

BP V4 a very easy engine to mod. I ran a F22 rod,crank/H22 piston combo and added a Blowsinharder turbo. Ran mids 12's with just a 50 shot of NOS. :D

simple things to check.

1. everything is plugged in
2. all grounds are reconnected (you may still get a spark but it might not be strong enough to turn over without the grounds)
3. are the fuel injectors working?
