idle surge

i got a 1994 mx3 4cyl it starts to idle up and down wen i push the cutch in and it wiil do the same wen i put thee heater on high

im at an auto tech school right now, so i have alldata, and that idle surge is actually a TSB or a technical service bulletin, so im pretty sure that if you take it to a mazda dealer and tell them that you know its a TSB they should be able to fix it, because it has a specific repair procedure
