No dash lights!!!

For some reason I can't figure this out. All my lights work besides my instrument clusters. The check engine and all those work. I can't see any of the gauges at night. I have been reading on here and I've been trying to fix this. The fuse is fine. I tried testing the dimmer switch. I unplugged the dimmer switch and put a wire on the neg and resisting one and the lights only came on with the parking or headlights were on. In the post I read they should have came on without doing that. So is my dimmer switch bad or is there a problem between the dimmer and the cluster?? thanks
