EGR Valve

I was troubleshooting my EGR system and the nipple for the tube going from the vent solenoid to the EGR valve was broken. I super glued it back on and reinforsed it with epoxy. worked great, the check engine light stopped coming on. However, I moved to california where they do extensive checks on the EGR system. One of these is hooking a vacume pump up directly to the EGR valve at Idls to see if the engine stalls or shutters when 5 in/hg vacume is applied. The position sensor shows the correct position when cruising at 60 mph or any speed for that matter. But just to be sure I bought a pump and guage to check it. When I apply vacume to the EGR the engine idle does not change. Could he end of the valve plunger be stuck because it was closed for so long and still show open at the sensor? Is there a way to fix this without having to buy a 350.00 egr valve to pass emissions?

I don't know of a way other than check junk yards cuz a new one sounds outragous to pay for.
