Ok, so when my car is running in the garage, i rev it up in neutral and my dad doesn't see the solenoids move, do they only move when your driving the car, or are my solenoids shot, and if so about how much to replace them

do the paper test which is :

place a piece of paper where the actuator arm is (between the arm and stop pin) on both vris arms.

go make a little ride

make sure you pass the vris point WOT

come back and check if paper is still there.

If is is your vris aren't working properly

If they are gone, it means they have open up
