my car is 1992 Mazda MX-3 Precidia. don't know whether my existing headlights would be North American spec or J-Spec then, since this car was made in Japan ....

I've got some j-spec headlights...., but they don't have the clear (glass) lens, i believe you're probably after the E-spec units (even better cos they're LHD too)

Not that I'm aware of. Most people get them from ebay or one of the other Forums from Europe. I may have my set of J-Spec ones available when my projectors get done.

It's possible i still have the harness for H4 bulb headlights from my old parts car, i know i have headlights laying around.

Maybe you can just use the j-spec harness in your MX-3? or is it the headlights that are not compatible with the H4 bulbs??

NA Spec lights won't accept the H4 bulb mount. The J Spec harness can be adapted to NA Spec MX's. There are other subtle differences between the 2 spec light units aside from the beam pattern being orientated for RHD as opposed to LHD. The manual beam adjusters are different between each other which also translates into different internals between the 2. The beam adjustments for J Spec / E Spec is accomplished throught the movement of the internal reflective lense. The NA Spec units internal reflective lense is fixed and the beam adjustment is accomplished via an external bracketry system that the light unit is attached to whereas the other spec units are hard mounted to the frame. I hope I didn't make that too confusing.
