locked out timing ?

i was looking at an msd start/retard control on ebay, it says with a large number of engines running locked out timing the msd will retard the timing 10 or 25degrees on start up

what is locked out timing ?

I think it means the timing advance "system" is locked or at a pre-set value and does not change.
