the sad part is, i've seen bodykits started like that, the best way for a do-it-yourselfer is to first have some knowledge of fiberglass lol, thats a must...and bondo. Then yes, it is true cardboard is a great way to make a bodykit for the diy now personally we use foam/cardboard/a few other tricks lol(pieces of old bodykits off junkyard cars ANYWAY lol

Its suprizingly easy to make a bodykit for a car, now something that is symetrical and such is definitly much harder, but we've made some quite good ones (man i wish i had a camera)

Anyway if you know how to bonda/fiberglass (sometimes not even fiberglass) my mechanic actually made his wifes bodykit out of bondo and an s10 bodykit LOL on a celica, as soon as I lose my license (2 - 3 monthsfrom now) i'll be fiberglassing all kinds of nice things (being so bored and not able to drive) lol, I plan on turning my car into a decked interior car (never really liked exterior becuase well if I ever sold the car I could take all my interior out) I'll be posting pictures of the progress of my custom interior.
