Possible Vaccum Problem

Yesturday i was trying to fix a problem with my manual switch running to my battery that runs my radiator fan and i dont know for sure if it did this before or after i changed the wiring but when i press the brake it, it starts ideling higher and the faster i push it the higher it goes but wont exceed 2000rpm anyone know anything about this so i can attempt to fix it. Also another thing i want to know if its normal for my car to idle lower when i press my clutch down to the floor when its sitting in neutral, it idles at 1500 rpms and when i press the clutch it drops to 1000 rpms is this normal or what. Let me know what you guys come up with thanks.
