you can have it but the bottle can not be hooked up to the line and obviously the bottle has to be turned off

the ventalation system your talking about is commonly reffered to as a blow down tube. The NDRA requires one for all hatch-backs using nitrous. Its in case the bottle needs to relieve pressure the gases are vented outside of the vehicle and not into the cabin. But as far as "needing" one as far as the law is concerned: i doubt it.
In Virginia your car can pass inspection with all the lines and everything visible so long as the bottle isn't hooked up. Same goes for driving around: as long as the bottle is not hooked up your OK. But that's not to say cops won't use the bottle as an excuse to pull you over and write tickets for other things, or to say you were intending to street-race.

illegal, yes...

fun, yes... instant torque and sliding sideways while moving was fun but more useless than actually accelerating.

I had a hatch cover in my old car and I am not the prime candidate for being searched for drugs and such, so it worked out ok for me when I had it. Turbos/nitrous are not things you neccessarily want to have if you end up investigated in an accident one day.

alot of things orderable are still illegal. most of the exterior lighting things you can buy are illegal(i.e strobes, neons, etc)
