Dyno tuning? What does this mean exactly?

I'm a complete noob to learning about turbos (as far as tuning), can anyone give me a idea of what it means to get your car tuned?
Everytime I read threads about someone putting a turbo on a KLZE or say just any other car I hear people mention something about tuning or dyno tuning. What does tuning do exactly?

Adjusting the fuel/air mixture. Running too rich or too lean will cause your engine to loose power. So you need to tune the car on a dyno with a air-fuel tester in the tail pipe to optimize the settings and see what happens when you rich or lean out the car by minute amounts.

when you dyno tune your car is it only the fuel/air mixture that you're watching and adjusting, or is there more?

timing can be adjust too to maximize the power. hard to tell on the streets so on a dyno you see if it does anything
