Headlight Switch problem

When i start my car and my lights are shut off theirs a loud clicking noise coming from underneath the passenger dashboard. My interior lights all work, and the noise stops when i turn my lights on, but my brights do not come on, just the normal beams will turn on. Anyone had this problem before or know what it could be?
