You dont have to rebalance flywheels when changing the friction surface.
I also don't recommending machining the friction surface. Every time you machine it you increase the step height of the flywheel which actually reduces the effective pressure plate load.
As to the resurfacing. You are correct about pressure plate load but even with a straight edge you can see low spots at the mounting bolt holes for the friction surface. Take a cut and you'll really see the high spots. I'd rather have a nice smooth surface that will break in quickly then a wavy one that'll take so much disc meterial to wear it smooth that it's no worse then a light cut.
