Your situation was the EXACT same as mine. Kept squealing, breaking belts, replaced alternator, couldn't find problem....I noticed on my own after watching the engine run for a few minutes that my water pump pulley was wobbling. So i brought it in and told them to change the water pump. (at the same time i had them change my timing belt and valve cover gasket, cost me $270 canadian). That was almost two weeks ago and my car runs great for the first time in a few months. It can't be your pulley. I doubt they even changed your water pump to begin with. The only way the pulley can wobble is if a bad water pump itself makes it wobble. Picture a bent rod turning with a pulley on the end, it's gonna wobble, even if you change the pulley cause the wobbling is caused by the rod. The pulley doesn't come with the water pump. I guess the pulley itself could wobble but only if it was damaged like in an accident or something hit against it.
