In no particular order, the wires from that green harness are for:

Rear washer motor, shift lock actuator
ABS control module
Buckle switch
Cargo compartment light
Rear wiper motor
Left rear turn signal
Right rear turn signal
Door pin switches
Taillights, license plate lights, rear side marker lights

Red w/ white stipe that goes into the green harness is either to ABS control module or door pin switches

That being said, those cut wires simply look like aftermarket wires for a remote starter or something similar. Typically the door lock/unlock wires from a remote starter are green and brown.

Check under that electrical tape where the wires are, the ends of those wires are probably spliced into those harness wires for alarm door pin input and whatnot.
