Why is that there?!

I have part which is top left hand corner of engine, I was looking at it and noticed it doesn't have a hose connected to it and figured it should have one, problem is .. I dont know what it is lol Here is a picture of what im talking about





Anyone know what that is? I was thinking it was the cruise?

Also, there is a fuse out of "Meter" what would that happen to be?

looks like there should be a vacuum hose connected to it. Can you trace any hoses or wires going to it or out of it?

I'll have to look, when I put the car in reverse it misses and runs rough, and when the car is idle in drive it also does it.
I was thinking it was the cruise?
