Mooneggs you seem like a pretty mechanical guy , get a welder from Harbor freight or even Home Depot--- Lowes And get some scrap metal , it sounds harder than it is , I guarantee you before you go through 1 spool of wire you will have the hang of mig welding. Will it look as perfect as a tig no ... Will it function .... YES . Anyone with a welder and moderate skill can make one of those , it was just a strait bar with a flange welded on , and a couple holes drilled in it .
I do not have those skills, nor do I know anyone who does
Even if you get a cheap welder and run it with Argon Gas , Maybe $200 total for a cheapie , you can get some nice welds .
Now if you were looking into something like a cage , leave something like that to a professional,
If you decide to buy a welder , look on google for info , read a book , or just watch instructional videos on Youtube.
