What causes this? What can I do about it?

I can only think of two things that could cause that problem. First, there is a horn reel on the steering column behind the steering wheel that I've seen get dry and just needs to be lubricated. Second if the steering column shroud was not installed properly it might rub.
Hope this helps

How do you lubricate the horn ring? Do you need to remove the steering wheel? Is this difficult?

Not at all. (Unless you have airbags. If you do I would recommend go to a pro). On mine there are some 10mm bolts on the back of the wheel that come out and then the wheel slides off if I remember correctly. Then you'll see what I was talking about. You can use some good heavy duty spray grease or just Vaseline. Let me know if this works.
